Time-of-Use Rates—Good for Some, Bad for OthersIf you are interested in solar, now is the time to act. A mandatory time-of-use (TOU) rate law will take effect in 2009 which may be financially detrimental to anyone looking to purchase a partial solar system. Customers with systems installed now have the choice of an E6 time-of-use schedule or an E1 tiered rate schedule. Coming Soon—Energy Efficiency Upgrades Required, Rebate Payments DecreasingAs a result of new energy efficiency legislation (SB-1), receiving incentives for installing a solar system on your home will get tougher in 2009. Real-time Pricing—Putting Customers on the “Spot”With the era of time-of-use rates and SmartMeters, real-time pricing (spot rate changes passed on to customers based on day-ahead forecasts of energy costs) is not far behind. Installing a solar system in 2008 can lock you in to a known E1 residential rate, instead of the financially unpredictable and volatile world of spot pricing. SmartMeters—Gateway to Higher RatesWithin the next three years, PG&E will complete installing SmartMeters for every electric service throughout California. These SmartMeters are a gateway to new ways that PG&E can charge its customers. Depending upon the size of the solar PV system and usage patterns, many of these new pricing strategies are not beneficial to solar customers. However, installing a solar system now can lock in the E1 residential rate, offering protection against the new rate schedules that are mandatory in 2009.
